ReportGenerator — vendored NuGet package

What this is
------------
ReportGenerator turns code coverage results into readable reports. Scripts\coverage.py uses it to render the
Cobertura files dotnet-coverage collects into an HTML report under Junk\Coverage.

It's a .NET tool package. build.py extracts the .7z into Junk\NuGet like any other vendored package, and
coverage.py runs it from there with "dotnet ReportGenerator.dll", so it never goes through "dotnet tool install".
The tools\net8.0 build rolls forward to any newer installed .NET runtime.

dotnet-coverage itself isn't vendored here. Its license (Microsoft .NET Library) allows using it but not
publishing it standalone, so coverage.py downloads a pinned, hash-checked copy into Junk on first run instead.

The archive's root is the folder NuGet writes to its global packages folder, minus the .nupkg and .nupkg.sha512.
