What this is
------------
Provides Unsafe.As<TFrom, TTo>(ref TFrom) -- a true reinterpret-cast between two types proven equal at
runtime, with no boxing.  On net48/netstandard2.0 these members ship in this separate package.  Later
.NET versions ship them in the runtime directly.
